The Livability Framework behind the survey, and the deep-dive reports that build on it.

A multidimensional framework for quality of life

Featured in this report are the economic, socio-cultural, health, and environmental conditions that influence quality of life in rural communities across the Western Region. All eight indices that characterize a community’s livability status are incorporated into a multidimensional Livability Framework, illustrated below. Those variables that round out this framework include housing and the built environment, transportation systems and personal mobility, communications and the digital environment, and the educational environment.

Representing a synthesis of validation studies into meaningful indicators of community livability, these indices — individually or collectively — provide benchmarks for determining livability status, content to strategic planning, and tracking changes in livability in response to local efforts to improve quality of life. They also enable comparisons between rural and urban communities across the Western Region with respective livability status.
